A function for string comparison ignoring case but specifying the comparison length.

Parameters for this function are:

s1	const char *	The string being compared
s2	const char *	The comparison string
n	int	Maximum comparison length

The function strnicmp returns greater than zero if str1 is larger than str2 and less than zero if str2 is larger than str 1. If they are equal returns zero.
